The head end of a tube can be the closed end. This depends on what the tube's purpose in the car is.
For Hemi heads where the spark plugs are in the top of the head and there is a tube in the valve cover where the tube meets the head is the tube seal. It is basically an O ring.

The four most common measurements are:center-to-center from bottom bracket to top tube, measured along the seat tubecenter-to-top from bottom bracket to end of seat tubetop tube length measured center-to-center from seat tube to head tubeor, for bikes with sloping top tubes, a virtual top tubeis given, measured from center of head tube to where the center of the seat tube would be for a horizontal top tubeFor some reason, road bikes are sized in cm while MTBs are traditionally sizes in inches. Then there is a bunch of other measurements, chain stay length, head tube length, seat tube angle, and head tube angle. You also have the diameters, Head tube inner diameter, seat tube inner diameter, bottom bracket threading/diameter. Use a vernier caliper
An internal headset is a headset where the cups that make up the bearing races sit inside the head tube w/o protruding, making them almost visible. They need a fairly thick head tube to be used. For bikes with narrower head tubes the widest parts of the bearing cups mushrooms out over the head tube.
