The mile and a half run is extremely rarely, if ever contested by elite runners. However based on current world records for the mile and two mile, we can infer that the world record if it were commonly contested would probably be about 5:50.

What is the world record for the 1.5 mile run?

There are no official records for the 1.5 mile distance, but considering that the 2 mile "world best" is less than 8 minutes, if there was a record it would be less than 6 minutes. Combining the times for 1000m and 1500m gives a minimum estimate for 2500m (1.55 mi) of between 5 minutes, 38 seconds and 5 minutes 48 seconds.

Can a 12 year old girl run a 3 minute mile because I can while others in my class run 2 minutes?

The world record is 3 minutes and 43 seconds. But maybe you are really physically fit and can run it that fast. If you are that good then why is the world record 3 minutes and 43 seconds and not your time of three minutes. I have never heard of you but I surely would have if you held the world record. In short, the answer to your question is no.
