Rules for olympic gymnastics is that before you compete a skill that hasn't been done before, it has to be approved by the USA gymnastics committee. And it also has to follow all the rules of gymnastics.

For example, you're not allowed to stand on the women's high bar anymore, even though Olga Korbut did in a previous Olympic Games. If you do, it's a HUGE deduction.

If a female gymnast takes a skill from men's high bar and adds it to her uneven bar routine she could get a .5+ deduction for the skill not being approved yet.

On floor if you throw a quad twist you could get a huge deduction because the judges don't want the athletes to risk injury from such a difficult skill.
