In the case you stated they would add up second and third purses and then split them. The next person would then be fourth. It makes sense even if ten people tie for the second highest score the next person did not come in third and really came in twelveth and would get that prize and the tied golfers would add the 10 purses for 2nd through 11th and each get one tenth of it.
