Yes, a driver can have 13º of loft, but then it basically becomes a 3 wood with a larger head.
This is simply a High Trajectory loft, would be depending on manufacturer 13 or 15 degrees.

That depends on the player. Players with slower swing speeds are better off using a driver with more loft. the extra loft makes the ball easier to control and will help the player hit the ball farther because the extra loft helps keep the ball in the air longer.

Probably what is meant by that is a driver with 15.5 degrees of loft. Typical drivers are 10-11 degrees. Big hitters might go a little lower, while slow swingers can benefit from more loft, maybe 12 or 13 degrees. 15.5 is pretty extreme; that kind of loft is usually seen on 3 woods. If someone is touting a 15.5 degree driver it probably has a very large head, of the size that is usually seen on a driver, and a flatter lie angle to accommodate a driver-sized shaft of 44 inches or so.

You should try and driver which has a higher loft (about 10.5) and probably a regular shaft, this will get the ball in the air for you.
You clearly don't want backspin with a driver, so the best way to change this is to either look at a lower loft or possibly a new shaft.
There is no rule saying how high or low the loft of any club can be. Someone at my golf school has an 11 degree driver since he cannot hit the ball very high.
