There is a 7 year old girl in New Jersey that ran 23:22 in Dec-2011on an indoor track (unconfirmed). The fastest current time on a USATF Certified Road Course is 22:30 on 11/26/15 in Manahawkin, NJ. This was the Gobble Wobble 5k. This is a NJ record only for female runners that are 7 years old. The same girl holds the 6 year old female record too, running in 23:44 at the Lacey Elks Run for the Heroes on 3/28/15 (also a certified USATF course).
The fastest time ever ran by an 11 year old girl was 5:43, by Mackenzie Gray. I do not know how you prove who has the fastest time. However, in Arcata Califorinia Chloe Pigg ran a 5:39 plus at Humboldt State University on 4/4/09. Six Rivers Running club has the the recorded time. She is 11 years old.
