The length of a 400-meter track is actually measured along a "measuring line" that is located in lane 1. The measuring line is exactly 400 meters. The actual location of the measuring is based upon whether there is a raised curb on the inside of track, or not. Go to NCAA.ORG for the specific measurement to the lane. It's approxiamtely 30 from the outside edge of the interior lane 1 line (which is 2-inches wide) for raised curbs, and approximately 20 cm from the outside edge of the interior lane 1 line for no curbs at all.

They are measured along the inside line of each lane. To be more specific, they are measured on a theoretical, unmarked path inside the lane. If there is a curb inside lane 1, that is measured 30 cm (about a foot) into the lane (meaning the outer edge of the curb is slightly less than 400 meters). Outer lanes, or even lane 1 if it is just a painted lane line, are measured 20 cm (about 8 inches from the outside edge of the paint) into the lane.

There is a significant amount of difference that can determine a race. There is about 50 meters difference if you run a lap on the inside, and one on the outside. This is why for distance runners they yearn to get the first lane.

If you measure the absolute lengths, the further our the lane is, the longer it is, because the corners have a bigger radius. This is why events such as the 200/400m have staggered starts, as it compensates for the difference in length of the lanes. The other difference is that some people "feel" better in a certain lane, but this seems to happen for no apparent reason.
