It completely depends on the gender of the runner and the age. If you are a female 14 year old I would expect you to get around the 14.5 seconds mark but if you are a 14 year old male the average would be about 13.2 seconds although many good runners at the age of 14 (such as my self) can reach the 9.8 second mark on a good day and with a bit of training. BUT REMEMBER don't worry about your time just worry about beating the people that you are running against and most importantly just have fun!!

What most competitive high school boys get is around 12-13 seconds. I also see competitive high school girls get usually around 14-15 seconds.

wow that is fast but im 11 and i can run it in 13.36... and that is right after i got back from softball practice and i had allready been running for a while so i bet the fast for a 11 year old is like 13.0 but the question did say fastest ever so you are right(:
