That depends on if you are a sprinter or not. If you are sprinting it or not around a minute and a minute and a half is good. I ran it in 1:10 and I placed first in the race. But if you are just running it to run then your time might be much lower.
You divide the distance by the time. If the time is in seconds, the average speed will be in meters/second. Multiply this by 3.6 if you want to have it in km/hour.
Using track events as an example, a split time is the time it takes to run a portion of the race. If you are running the 1500 meter race, you might have split times at 400 meters, 800 meters, and 1200 meters.
