Most golfers can not legitimatly break 100. That said, of people who consider themselves 'golfers', I'd suggest the average to be around 18 or 20. If you can shoot in the 90's, you have nothing to be worried about, and you're probably in that range.

The maximum allowed handicap for a lady golfer is 36, so a beginner would be around this. Most lady golfers play off 20 or so. However this does not reflect good amateur and professionals.

Usually you hand in 3 cards and they work out your handicap for you, so there is no set beginner handicap. But there are limits, the maximum is 28 for men and 36 for ladies.

It depends on where you live, but in the US. The USGA set the maximum Handicap Index at 36.4 for men and 40.4 for women (18.2N and 20.2N for a nine-hole Handicap Index, respectively).
