For females, the age divisions work like so: if one turns a certain age during the competition season, that determines what age group she will be in. For instance, girl A turns 15 in January, and the age groups are 11-14, and 15+. Since she turns 15 before the competition season ends, she is in the 15+ age group. Girl B turns 15 in July, therefore, she is in the 11-14 age group because state/regional/national championships are before July.

So, to be able to compete level 10 women's artistic gymnastics, a girl must already be, or turn 10 for the competition season.
