There is no set rule, check with your own club or the one that you are playing on. At my club, greens staff have priority until 10.30 am. If you are playing before this time, and they drive up to cut the green, you just wait. However, after this time on a busy course someone will inevitably have to wait while they cut the greens/ fairways etc. A good rule of thumb, is show them some respect, they are working to make the course better for you, if you respect them, they will respect you, and maybe even let you go ahead.
