There is no speed limit as such. For a bowler to qualify as a
spinner s/he must be able to turn the ball when it pitches. Bowling
speeds for spinners vary from 50mph (80km/h) of Ashley Giles to
65mph (104km/h) of Shahid Afridi.

This is a good question i'm glad you asked, it is contrary to
popular believe that 139.4 miles per hours is a stable pace to be
bowling for medium pace.
