They sound like a bunch of idiots to be honest. The tee markers should not be moved at all during a competition. They should not even be moved to cut the grass as the grass should have been cut before play begins. I would put in a complaint, because all the competitors were not playing the same hole, even if it was a minor change.

No, they would know not to do this. If they change it during a competition, all the competitors would have to go back and play from the new tee position, which at club level is not really going to happen. There was once a Open qualifying a couple of years ago, the pin on a par 3 was in such a bad place that players were hitting the green and walking off with 6's and 7's! So the committee had the hole changed and 30 or so players had to come back and play the hole.
