I just bought one from a consignment shop and it is a single jogging stroller with a swivel front wheel. I paid $50. I found a single jogger with a stationary front wheel and is was on Craigslist for $25, which is all you should pay for one without a swivel. Since the Gerry baby product company is out of business (I've researched online), only used strollers of these types can be found.
