I think when the players enter they have to pay a fee. So they use the money from the fees to derermine the prize money. They probally also have people that donate money and sponsers that give money.
The winner usually receives about 10% of the total purse. The runner up usually gets about 5% of the total purse. The rest is distributed on down the leader board. If there are ties at any spot the prize money for those positions is pooled and split. For example, if 7 players are tied at 3rd place, the prize money from 3rd to 9th place is pooled and split evenly between all 7 players.
Money is the prize offered in the ASP World Tour. The top prize money varies between events but often the highest prize is $10,000 though it is sometimes over $20,000.

In order to get on the Canadian golf tour you must first enter into a Canadian open tournament. If you win, you get a tour card with one year exemption. Another way is to plac top 10 in 3 consecutive tournaments.
Tiger Woods makes an appearance fee for each tourney, which he receives no matter what happens. If he misses the cut, he still makes between $500,000-$1,000,000, depending on the sponsors and the tourney. Then he also wins purse money, which also depends on the tourney. Suffice it to say that he makes more money just by showing up, regardless of anything else, than most people make in a calender year. Additional note:Tiger Woods only receives an appearance fee for a non PGA Tour event, e.g., when he plays in Dubai, Asia, or Australia. The PGA Tour does not pay fees to PGA Tour members. His endorsement money represents 95% of his income. In 2008, he made over $100 million, but only $5 million of that came from PGA Tour earnings.
