RPM stands for Revolutions-Per-Minute, and is counted at the crankshaft. At 3000 RPM the engine is spinning twice as fast as at 1500 RPM.
If b rotates at 100 RPM, it means that it completes one full rotation every 60/100 = 0.6 seconds.
2600 RPM is around 70 MPH. The usual speed limit on most US roadways is 55 MPH or even less. 2600 RPM is actually fast compared to the US speed limits.
