No, i myself have done the experiment and found that room temperature ball bounce as high as frozen and hot balls.

Yes, because when it is hotter, molecules and atoms in the ball will be moving faster because they are heated up. This causes the ball to be more bouncy and soft. When it is colder, like frozen, the molecules and atoms are moving in like slow-motion and that is why the ball would be harder. You froze up the molecules and atoms of the ball! But it is impossible for atoms and molecules to COMPLETELY stop moving. Cheers!

If it's hot outside, then there will be less friction, therefore making the ball's bounce not as high as it would be if it was cold outside. You should be bouncing it outside anyways, it's easier to do and you have not to many worries about breaking something inside ;)
