I had the same problem. Shame on Bell for not posting the instructions readily on line. You must hold the red button on the inside of the mechanism down, while resetting the combination.
I wanted to post to improve upon this answer. I just got off the phone with Bell customer service. Here is what you do: Open lock Turn end that has the numbers on it (where you set the combo) towards you so that the open part where the other side slides in is facing you. Notice there is a red "tab" at the top of the opening. Press that red "tab" IN and DOWN (Note: It will be VERY hard to do this. You have to push IN very very hard, then while holding it in, slide it DOWN until you hear a click) Now set the combo to whatever you want it to be. (Write it down if you think you may forget!)
Look once again at the end of the combo side of the lock so you are looking at the opening where the other side slides in. There is a black tab on the bottom of the opening. Press that tab UP until it clicks. Now you should be able to slide the other end of the lock in and "locK' the lock and unlock it using your new combo.
