I wouldn't take off the governor, but you can loosen it. It sits on the rear end of the drivers side, and it's simply a bolt and nut that the looser you make the nut, the more speed you'll get from your cart.

Locates a spring adjustment governor to sticking out of the differentials or carburetor, 2. Hold the governor using a screwdriver, and 3. For a clutch cable governor, locate the cable nut then adjust it.

The speed limiter is on there for a very good reason. Golf Carts are very unstable and easily turned over. For that reason and for the longitivity of the engine, the speed must be limited. Hopefully no one will give you this information.
