It is hard to make the squeezed ping pong ball round and full because the way it is round is because of the air inside of the ball so once you have squeezed it the air has been lost so you need to add more air some how.

Buy new ones! Out of round tires is a defect in the tire. Demand that the place that sold you the tires replace them. I am assuming you have not slammed on the brakes and slid the tires far enough to flat spot them. Tires can be shaved to make them round again but doing this causes a loss of rubber and they will wear out sooner.

it will bounce higher if there is more air. ex. Flat basketball- being flat, the ball will just hit the floor and will be pressed inwards on the spot it landed pumped basketball- being full of air, the ball hits the ground and like a flat basketball is pressed inwards. but because there's air in it, the air will make the ball retain its shape and bounce.
I have mine under the ball of my big toe. (does that make sense)
