No , he has a very poor French, makes thousands of typo and grammatical mistakes, I mean , he's closer to creating his own language than speaking French. I believe he's a better German speaker for that matter.

Source : I'm French, and heard , and somehow tried to understand most of what he is talking about on TV. He's loosely based on slang French, on which you would have to add his natural IQ deficiency to obtain the language he speaks.

He learned a little. He spoke French when he won the French Open in 2010, but he's not fluent.
