You cannot drive a golf cart on the street, because golf carts are not street legal vehicles. If you modified one in such a way as to make it street legal, then yes, you would need a driver's license to drive it on the street.

On any public land, road or sidewalk, it is illegal. On private land under very controlled circumstances, driving a go cart without a license may be allowed. Local laws will always supersede generalized state laws.
