If you mean the parallel bars, that is a boys' event. A parallel bar is an apparatus that you perform tricks on. Parallel bars are usually plastic, but are made to look like wood. They are two long rods of plastic that are the same height.

The diameter at the ends of olympic bars is 2 inches, whereas the diameter of standard ("practice") bars is 1 inch. Therefore, although they will be loose, olympic weight plates can fit standard bars. (Obviously, standard weight plates cannot fit olympic bars.)
The parallel bars are for the men's gymnastics team but the women's routines involve the uneven bars. Hope that helps. :)
