The rules of Soccer (Association football) were written by a man called Ebenezer C. Morley in 1863. Morley was the first secretary of the 'Football Association' in England who were attempting to standardise the many forms of football being played at the time. Morley based his 'Laws of the game' on ' Cambridge rules' football first drafted at Cambridge University in 1848. Ultimately they failed to standardise football because some of the Football Association founder members could not agree on the rules. They decided to develop Rugby school football instead and in 1871 delivered Rugby Union Football.
Any form of football played before this was not called soccer. The word soccer is a phonetic abbreviation of the word 'Association' coined by English public school students who took the 'soc' from 'Association' and put an 'er' on the end. That is why prior to 1863 the word soccer did not exist. It is probably worth noting the same students called Rugby football 'Rugger' but this word fell out of use.
