The World Cup did not take place between 1938 and 1950 because of World War II. Germany's rise in fascism began in 1933, however by summer 1938, shortly after Hitler had taken over Austria and what was Czechoslovakia, it was so intense that opposing sides (what would eventually be the Axis and the Allies) were already forming. Although tensions were high the 1938 World Cup was held in France, Italy taking it's second consecutive World Cup win. The War then began in Sept. 1939 when Germany invaded Poland for more Lebensraum (living space). The war did not end until 1945, however while a World Cup should have taken place in 1946, many European countries were too devastated both physically and economically to have participated. The 1950 World Cup was then hosted by Brazil. Hope that helps :)
