While he was a fairly accurate passer, HOF QB's typically stand out statistically against others, hold NFL records of some type, as well as have that one major element between them, which is leading a team to a Super Bowl win. While Kosar has a ring, it was only as a backup QB, and his only playing time was closing out the game on the final play of Super Bowl. His only NFL record of note (most consecutive passes without an interception) was surpassed by Tom Brady. The rest of his career just wasn't that spectacular.
