Not sure all the arguments for and against this but it was done here and for this reason. I would guess a time factor was involved. March 7, 1857 Event: Baseball decides 9 innings constitutes an official game, not 9 runs

It was established that a Major League Baseball game would be comprised of nine innings by the National Association on March 7th, 1857. It only takes five innings, however, to be counted as an "official" game.

With nine active players per team, it only makes sense to have nine innings. Since there are three outs per team per inning, this would give each position at least three chances to bat in the game.
