Most numbers handed out in the early days were low numbers, and reserved for the top stars of the team therefore most Hall Of Fame players would have a number below the number 37. Higher numbers are often given to rookie players, and as they become a more prominent player on the team might switch to a lower number. As time goes on and the lower numbers are retired from use, more stars will be wearing higher numbers, and in the future more HOF'ers will have the number 37.
