The question is asking about the highest goal scorer in UK soccer history and, to the best of my knowledge, that would be a Northern Ireland striker by the name of Jimmy Jones (born 25 July 1928) who scored an incedible 646 domestic goals, nearly double Alan Shearer's 374 domestic goals. I am not aware of any other player having scored more than 646!
