The Soviet Union was founded after World War I (1914-1919) in 1922. As a result, there was no Soviet leader in World War I. The Russian Leader from 1914-1917 was Czar Nicholas II Romanov of the Russian Empire. He was overthrown in 1917 in the Russian Revolutions, which created a power vacuum from 1917-1922, filled by several interim presidents like Alexander Kerensky.

The Soviet Union didn't exist in 1917. It was created in 1922. However, in 1917 in Russia, there were 4 leaders. One was Tsar Nicholas II until he abdicated after the February Revolution. Then, first Prince Georgi Lvov and then Alexander Kerensky became leaders of the Provisional Government. After that Vladimir Lenin took over after the October Revolution overthrew the Provisional Government.
