That's a common misconception. The quote is actually from Red Sanders, head coach of UCLA quoted in an issue of Sports Illustrated in 1955. However in the movie "Trouble Along The Way", released it 1953, John Wayne uses this quote, word for word.
I don't believe this is a quote. No sports person worth his salt would put down a competitor that failed to win ... provided he did his best.

Sure. Winning makes you feel good about yourself and your performance with the game. HAving said that, losing can help define your competitive performance as well. But overall, if you are always losing at a particular game you will probably move on to something you are better able to compete at.
