Well, I can't swear he was the all time shortest but the shortest I remember is the great Sam Mills who played for Philadelphia/Baltimore Stars of the United States Football League between 1983-1985 and the New Orleans Saints and Carolina Panthers of the NFL between 1986-1997. He was listed at 5'9".

Sam was a 5 time pro-bowler and named 1st team All-Pro in 1996 at the age of 37. His number (51) was retired by the Panthers and he is in the Panthers Hall of Honor. Sam was a great football and an even better man and he belongs in the Pro Football Hall of Fame.

For current (2011) linebackers, London Fletcher of the Washington Redskins is listed at 5'10". Buster Davis, who last played with the Indianapolis Colts in 2008, was also listed at 5'10".
