Vladimir Lenin formed the Bolsheviks at the 1903 Congress of the Russian Social Democratic Workers Party in Brussels Belgium. At first it was just a faction within that party but later it split off entirely and became its own separate party.

First of all it is the Soviet Union. Second of all it was formed by a man named Vladamir Lenin. He had caused trouble to the Russian government before the Soviet Union was formed and was sent to jail in an Austrian jail. When WW1 broke out the Austrians were fighting the Russians. So the Austrians let Lenin go. He then he and some followers dressed up as photographers and asked all the royal family ( including aunts, uncles, cousins, etc.). Lenin was about to take the picture and his henchmen shot the royal family killing everyone. This started the Russian Revolution taking the Russians out of WW1. Then the Communists( or USSR or the Soviet Union) led by General Georgy Zhukov, fought the Russian army that stayed loyal to the dead king led by General Kharkov. The Communists won, Lenin was made leader, Zhukov his loyal General was made head General, and the Soviet Union was formed.

Hope that answers your question.

By the way I am 11.
