If you're asking who in general has the ability to wear the number, it depends on the organization/if the number has been retired under that organization/if an organization is planning to retire the number. Generally you see quarterbacks wear numbers 1-19, running backs wearing 20-35, fullbacks wearing 36-49, offensive linemen wearing 50-79, wide receivers wearing 80-89. Then on the defense: linemen usually wear 90-99, linebackers usually are 50-59, cornerbacks and safeties are usually 20-49. There are obviously exceptions for the positions, reasons why numbers are given or disired, and rules for every organization.
