There were some early experiments with closed circuit theaters in Berlin in 1936 for people who could not get into the venues. I read where BBC paid a small sum for exclusive rights at London in 1948. Melbourne was the first city to sell the rights themselves in 1956 but European and US networks boycotted the sale and only a few half hour programs were shown on independent stations. 1960 was the year regular broadcasts were featured.
