The first substitute in international football was made on April 15, 1889, following the failure of Wales' picked goalkeeper, Jim Trainer, Alf Pugh started the match and played for 20 minutes, before Sam Gillam took over from him.

Substitutions were first permitted during the qualifying phases of the 1954 World Cup, the first ever substitute being Horst Eckel of West Germany, who played in the match against Saarland national football team in 1953.
