Cowboys can be found in pretty much any state. Especially rodeo cowboys because they travel from rodeo to rodeo.
Obviously Texas and Wyoming probably have the most.
The west in general has a lot( Arizona, New Mexico)
The south is more known for country boys than cowboys but there are a lot there too. The only places where I would guess would have less would be the North or east but even they have some.
So long story short EVERYWHERE.
Just in some places more than others, and most of the time away from larger cities.

It also depends on when in the 1800's that you are interested in. Since until the mid-point of the century most states west of Kansas were still in the midst of the Indian wars, ranches were not a wide-spread phenomena.
