Yes ... when an official places the ball on the ground and the referee blows his whistle to signify that a play can begin ... if you think about a straight line going from one sideline to the other that passes through the front tip of the ball and is parallel to the goal lines ... that is the line of scrimmage. In American football, no player is allowed past the line of scrimmage until the ball is snapped and put into play.

Its were the ball is placed before each play. If the ball has traveled the line moves. Also only so many eligible Receivers can be on the line.

In the NFL, there is no such thing as pass interference (PI) on forward passes that do not go past the line scrimmage but I recently watched a college football game in which a PI was called on a forward that never reached the line of scrimmage even though I always believed that there is no such thing as PI if such pass was in the backfield (behind the line of scrimmage). So I am not clear on the rule concerning passes that do not cross the line of scrimmage, in college football.
