No he has not scored 9 goals in a game. It would be really hard to score 9 goals in ONE game. But I think it would be awesome if he did score 9 goals

That is what the handicap system is for. On the holes ranked 1-9 on the stroke index (UK) or handicap holes (In US) you get one shot from him. That is if on one of those holes if you make a 4 and he makes a 3, you have a net score of 3 and tie. So essentially on the holes where you get one stroke you compare their gross score to your net score.
You get a shot on the holes as determined by the stroke index or handicap as set on the score card. So if your handicap is 9, you get one shot on each of the holes ranked 1-9 on the stroke index or handicap index. Using your handicap, you get a shot on the hardest holes 1 being the hardest and 18 being the easiest.
For nine holes, you would take half your handicap and subtract it from 18. That total is your goal/hurdle. You get 1 point for a bogey, 2 for a par, 4 for a birdie and 8 for an eagle. At the end of 9 holes, you subtract your total points from your goal, and that is your final score. The person with the highest score wins. Example: you are a 16 handicap. Half your hdcp =8; 18-8 = 10 pts which is your goal/hurdle. If you accumulate, say 13 points, your final score is 13-10 = 3.
A score of 66 for a 9 hole game of golf is not bad, that basically ranges your shots to about 7 per hole. when the par is usually 3 or 4 on a hole.

There are usually 18 holes in a golf course; some have 9 holes or some multiplier of 9 holes. I have played at golf clubs with 9, 18, 27 and 36 holes. However, a standard "round of golf" at most golf clubs / courses involves 18 holes.
