First of all Greece wasn't an empire, hellenes were one of the world greatest civilizations and their home happen to be in the current Greece land.

It gained power through converting the anti-Persian alliance into an empire and using the revenue extorted from those cities to build up its own power. While its empire's fleet made it very powerful, it eventually lost it's war with the Peloponnesian League led by Sparta, and Athens was stripped of its empire and became a second rate power.
