Although Brian Clough did only pay £999,999 for Francis, after other costs the price did come to over £1 million, he did not want the tag of "1st million pound football player" going to Francis head, but Clough played him in the wrong position and did not get his moneys worth, I am not sure who the 1st true million pound player was though.
I believe THAT would therefore be STEVE DALEY when he was transferred from Wolves to Manchester City for £1,450,000 in September 1979, followed a few days later by Wolves then using that money to buy Andy Gray from Aston Villa for £1.469,000.
I do believe that Trevor Francis fee actually came to about £1,150,000 in total.

Trevor Francis - was first 1 million pound transfer in 1978.. Not So!! Giuseppe Savoldi had been the world's first £1m player when he moved from Bologna to Napoli for £1.2m in 1975
While recognized as the first 1-million-pound player, the actual transfer fee for the Trevor Francis was £999,999 -- £1 short of the 1-million mark. Brian Clough wanted to ensure this milestone mark did not go the player's head, although with taxes the total fee exceeded £1.1m. This transfer took place in 1979 not 1971.
