Candidates for the National Baseball Hall of Fame are chosen by the Baseball Writers' Association of America (BWAA). Only those who have been active members in the BWAA for at least ten years are eligible to vote.
Each Hall of Fame candidate must have been retired for at least five seasons and have played at least ten seasons in major league baseball.
Inductees are selected by careful examination of their qualifications, including their playing record, character and integrity. There are exceptions to the rule but they are probably in the Hall of Fame for an individual fete rather than a lifetime of great playing. One example is Addie Joss played in only a total of 9 seasons who was a pitcher for Cleveland. On 08-22-1903 he made 3 outs in one inning while only throwing 3 pitches and on 10-02-1908 Joss threw the fourth perfect game ever in all of MLB. But these are the exceptions rather than the rule.
