Because games like Chariot Racing were very popular, the 'Circus' was designed to hold thousands of men. If women came, they were usually confined to the upper rows because they were too 'frail' to watch any kind of brutality on the field.

Much like we have tickets now, the spectators would give their 'tile' that indicated which section they were sitting in to a guide and then would be taken to their seats. However many seats were available were how many tickets were given out. Not showing up was... almost unheard of.
