The "Top European Goalscorer" is known as the "Golden Boot Winner". Each league has a ranking, and as the English league is tougher than the Czech league, goals in England are worth more. So, if for instance a player from England scores 30 goals, and a player from the Czech Republic scores 30 goals, the English player will win the Golden Boot. I'm not sure how this works out, you might want to go on Wikipedia and type in Golden Boot.
