I do not know whether or not James Naismith could dunk but I don't think he would approve of it. I think he put the goals high on purpose, so that they could not be reached. I don't think it ever crossed his mind to include "no dunking" in his original rules because no one was tall enough to dunk. He could not anticipate that people would try to outsmart the game and go to the ends of the earth to find extremely tall people who could touch the rim.

I guess it's a good thing the guy who invented the game of horseshoes wrote in the rules that your feet NOR YOUR HANDS may cross the line because if he didn't, I have a feeling people would just go out and look for people with super long arms.

Bottom line... not intended to dunk... period.
