Well, I'm no hockey expert and I may be wrong, but I think this is what happens: Lets pretend some hockey player, John Smith (made-up name), had the number fifteen on his jersey. He was an amazing hockey player and did some incredible things no one had done before. Then he retired and moved to the Bahamas. Since he was such a great hockey player, his number will always be "reserved" for him on his team, so no one else can use his number. If you don't understand, try Wikipedia or just Google it. ;-)
Wayne Gretzky. He is said to have worn the number '99' because, barring injury, that's the year he planned to retire.
Jersey #99 was retired league wide when Wayne Gretzky retired, therefore no one else has had that number since he wore it. However, there were other players who wore that number before him, and probably other players on other teams that wore the #99 at the same time that he wore it for his team.
Well in the NHL theres only really one answer, Wayne Gretzky. Ever since he retired the whole league retired his number in honor of the great one. So nobody has been able to wear the number 99 ever since.
Yes, Walter Davis's number 6 was retired.
