The Jacksonville Jaguars were considered in some media coverage as a candidate to move but their stadium lease in Florida lasts for several years.
The league is perfectly balanced with eight divisions of four teams each and wouldn't be eager to have an unbalanced number of teams - though an unbalanced number of teams is not unprecedented, as the league had 31 teams 1999-2001 in six divisions.
There is also the rumor of the league wanting a team in London, this despite logistics with the present layout of teams traveling to Wembley Stadium showing that basing a team in London may not be feasible.
