Though it is said that the NFL does not want to add a team as of now (2012), there remains possibility that a 33rd club will be added in Los Angeles.

The popular view is that if L.A. gets a club, it will be a relocated current team. But there are no clubs presently seeking to move; teams such as the St. Louis Rams rumored to be slated to move are getting their present stadiums refurbished or are getting new stadiums built. The Jacksonville Jaguars were considered in some media coverage as a candidate to move but their stadium lease in Florida lasts for several years.

The league is perfectly balanced with eight divisions of four teams each and wouldn't be eager to have an unbalanced number of teams - though an unbalanced number of teams is not unprecedented, as the league had 31 teams 1999-2001 in six divisions.

There is also the rumor of the league wanting a team in London, this despite logistics with the present layout of teams traveling to Wembley Stadium showing that basing a team in London may not be feasible.

Yes there can be a new nfl franchise but with the dwindling economy some can not take the high risk of starting a new football franchise.
