It depends on several factors, height, race and body-fat percentage. The fatter a person is, the bigger the breasts will be, since they're made of fat. Skinnier people have less body fat, therefore have smaller breasts in general.

Breast are unique to every girl. Some will have larger breast while others will have smaller ones. I would estimate though an average size for a 16 year old girl would be an A or B cup, but still it all depends. Im 18 and have only got Acups. It also depends on your lifestyle n genes because if your mother or grandother has large breast you can inherit that. If you are fat you will more than likely have larger boobs, or if you are very active you will more than likely have smaller ones. For example i have small breast but i was a gymnast all my life with a very fit body. My boobs are not big but all the excercise made them a great shape!
