The '40' part of the measurements has nothing to do with the actual size of the breasts.
40 is the measurement in inches of the circumference of the chest directly under your breasts. Better known as 'back size'.
The 'C' is the cup size. Cup sizes range from anywhere between, AA, A, B, C, D, DD, E, EE, F, FF and so on and so fourth.
The cup size is worked out by the circumference of the chest at the widest point of your breasts, minus the 'back size'.
A difference of 1inch is an A cup. A difference of 2 inches B cup, 3 inches C cup and so on.

The average breast size of a UK woman is 36C, so to answer your question, 40C is a larger than average back size, but average cup size, so no not overly big, every 'body' is different and unique as are every pair of breasts.
